This is how it is done

Step 1

Fix plastic tray with already watered fresh flower foam to the wooden board using anchor tape.

Step 2

Anchortape sticks to almost and because of its width it does not or hardly cuts into the foam.

Step 3

Pin the base and finally laminate the anchor tape with strips of fabric or tape.
